Morning Brief: August 20

A horse carriage ban in the city has been a much talked about proposal by Mayor de Blasio. But it remains just that still, talk. Although he promised during his campaign to get rid of the carriages on his first day in office, he's still yet to deliver. But de Blasio says it's not his fault, it's the City Council that needs convincing. So if you want to ban horse carriages, de Blasio recommends going to your local council member because there's nothing he can do until he gets the Council's support.
