Morning Brief: November 11 2015

New York Governor Andrew Cuomo announced yesterday that he would establish a universal $15 dollar an hour minimum wage for all state workers. That would make New York the first state to establish such a high wage for its public employees. However, the wage hike will be gradual; not reaching the full 15 until 2018. No legislative vote is required as Cuomo is making use of his executive authority abilities.
