On-time budget appears likely.
It looks like they just might do it again.
Gov. Andrew Cuomo and the New York Legislature are poised to pass a state budget on time for a second year in a row.
A flurry of closed-door deals Monday left no major obstacles to Senate and Assembly votes on Wednesday and Thursday. That means the state could easily have a 2012-2013 budget by deadline on Saturday at midnight.
Just seven spending plans have been approved on time since 1975, although Albany has seemed to have gotten the knack - or the message from voters - in recent years.
The proposed budget of $132.5 billion will increase spending 1.9 percent. The new budget goes into effect on Sunday if approved by the Legislature this week.
