Morning Brief: February 23

Happy Monday, NYC. Get ready for some news.

Last night were the Oscars, which were full of laughs, surprises, and Meryl Streep getting very excited. But now it's Monday, the fun's over--and even our brief 40-degree reprieve from the cold is done. But to look on the bright side, all that ice floating in the East River and the Hudson looks pretty cool.
