NY Governor Delivers State of State Speech

Andrew Cuomo said that he wants to seize the opportunity presented by the state's fiscal crisis to create a new way of running state government.

Cuomo says he'll address a more than $10 billion budget deficit without raising taxes or borrowing.

Instead, he would put a one-year freeze on state workers' pay through union contracts that expire at the end of March.
He says he'll cap state spending at the inflation rate and reduce the number of agencies, authorities and commissions by 20 percent.

Cuomo also said he plans to cut the cost of the state's Medicaid health care program for the poor, considered one of the most generous programs in the nation and now serving a quarter of New Yorkers.

And he wants public financing of campaigns.
