NYC Group Files Complaint to Block Garbage Center

Upper East Siders aren't happy with the city's decision to build a garbage transfer center in their neighborhood.

A community group opposed to the construction of a garbage-transfer center on Manhattan's Upper East Side has filed a complaint against the city and the U.S. Army Corps of Engineers.

The Wall Street Journal says Residents for Sane Trash Solutions filed the complaint in Manhattan federal court.

The complaint says the U.S. Army Corps of Engineers failed to protect the public's interest when it issued the permit for the facility's construction. It also says that the city failed to follow its own rules on placement of waste transfer stations.
 
The city Law Department said the center is "lawful and well-considered, and it has withstood multiple legal challenges."
 
The U.S. Army Corps of Engineers declined to comment.
