The clock is ticking for New York City and the union representing 75,000 public school teachers to agree on a system for evaluating teachers or risk losing $450 million in state aid and grants.
New York's Legislature has given final approval to Governor Andrew Cuomo's bill limiting the release of teacher evaluations only to parents, not to the public.
The teachers were recruited in 2001 when the city faced a teacher shortage. Some say they are now worried about possible deportation.
