A man holds up a body camera to be used by the NYPD.

The New York City Council is discussing a new bill that would require quarterly reports on information gathered by body worn cameras and an annual report on all body camera incidents. City Councilmember Donovan Richards says right now the NYPD has too much control over footage given to the City Civilian Review Board. That's an independent agency that conducts investigations into police misconduct.
